From the moment a citizen submits a License Application, they’re assigned a class, level cap, and full Neural Integration. Level Zero sits outside all of it. It’s a null classification for entities the Grid cannot register—no integration, no level, no license, no data. The system wasn’t designed to handle Nulls, so it pretends they don’t exist.
Cross’s brain architecture is different. He doesn’t passively receive Grid signals—he can argue with them. That makes him a Glitch, an anomaly the Spire’s software cannot resolve.
